It means what it says.  Mixminion uses a long-term public key for each
server to make sure that another server isn't impersonating yours.
When you moved your server, you didn't copy the keys, but you kept the name
the same.  Thus, the directory rejected your new server, because it has the
same name as your old server, but a different set of keys.

There are 2 workable solutions:
   1) Change the name of your new server.
   2) Stop your new server, delete all of its files, copy all the
      files over from your old server, start your new server.
