 Yeah, it looks kind of all over the place. It seems like the only thing we
 know for sure right now is that the very bottom of the barrel of guard
 nodes suck, but after that it's all just noise...

 We could have a look at the CBT parameters for the slow guard runs and see
 how they differ from the fast guard runs. I bet the curves are flatter.
 That could cue us into poor guards. But it might also be the same for
 people on unreliable links. I'd expect people on slow, but uniformly
 reliable links to just have a shifted distribution with a higher Xm. But
 people with either poor guards or unreliable links will have a low Xm and
 also a shallow, flat, long curve.
