git commit 78c6b416402 doesn't look dangerous, but I think it might be
unnecessary too: intro circuits will be internal circuits (that is, the
last hop is chosen without regard for its exit policy), and thus ExitNodes
and ExcludeExits should not apply. ExcludeNodes is already applied in
rend_services_introduce() when we pick the last hop of the intro circuit.
Keep the clause in for defensive programming, or leave it out for code
cleanliness? I lean toward keep-it-in.
