 I don't think that any of the tools I maintain are affected.  metrics-db
 doesn't download v2 network statuses at all, and it uses its own logic to
 download descriptors.  (metrics-db fails to download non-referenced
 descriptors, but that's unrelated to changing tor.)  None of the other
 tools would need v2 network statuses or descriptors that are not
 referenced in the consensus.
