Comment:

 Some notes from the #tor-dev meeting on April 12:

  - Steven hopes we can get a GSoC student to help.  We shouldn't rely on
 him/her alone though.  We'll learn on April 23 whether we have a GSoC
 student for this project or not.  Roger suggested that Nick signs up as
 co-mentor for a student working on this, if we get one.

  - Roger and Steven agreed that we shouldn't rely too much on Rob and
 Kevin for the coding work; Rob's priority should be to get a PhD and Kevin
 is going away soon.

  - Roger mentioned that if our simulator woes continue, they will impact
 this deliverable, too.

  - Nick offered to help out with the coding work if Steven plays manager
 for him.  Nick says that he shouldn't do all the hacking though.  Adding
 Nick to the Cc.

  - Steven plans to write a milestone mail to Karsten, Nick, and maybe
 others over the weekend of April 14/15.  Once these milestones are final,
 they should go in this ticket.
