The problem in this ticket got worse when we introduced v3 handshakes --
there's now a lot that goes on before we can finish the first hop.
In fact, here's a scenario I think happens pretty commonly: Tor client on
fast connection starts, establishes tls connections to its guards, builds
a bunch of circuits over time, and picks a cbt of a few seconds. Then it
restarts, uses the same cbt, but doing a v3 handshake takes too long and
it gives up.
