Browser is never starting in fullscreen mode nor with missing browser
chrome. At least I can currently not think of a use-case in which it would
do that.

How so? Even if no titlebar is added as you claim (a thing I could not
reproduce) there is still at least the location bar rendered giving you a
different outerHeight.
