 the pluggable transport plugins.  At the very least, the mere presence of
 a ClientTransportPlugin should not cause tor to fail to accept or use the
 *Proxy settings.  I think people are working on allowing the PT plugins to
 respect the *Proxy settings, but I cannot find a trac ticket right now.

 #8402 and related tickets, currently targeting 0.2.6, comment on the
 ticket if you want it sooner.
