OK, just added a new patch that has full branch coverage of the changed
code.

And makes this happy, too.

Is there a compelling reason to have this? I was thinking:
- A local install will change CONFDIR,
- if a user knows to make a ~/.tor.d/ s/he could also just pass -d
~/.tor.d
But if there's a good reason, it's not hard to add.
