 Interesting option. I am cc'ing Karsten so he can decide whether to take
 this as an onionoo ticket, or leave onionoo serving what the Tor consensus
 actually says (it still lists the Valid flag so old clients won't be
 confused) and just change the display of the info in Atlas.
