 No, this fix is not in 0.3.3.5-rc:
 https://blog.torproject.org/tor-0335-rc-released
 But it is in nightly.

 The fix will be available in the next 0.3.1, 0.3.2, and 0.3.3 releases.

 Your options are:
 * upgrade to nightly using the instructions at
 https://www.torproject.org/docs/debian.html.en
 * downgrade to 0.2.9
 * add the following lines to your torrc as a workaround:
 {{{
 ORPort 12345
 PublishDescriptor 0
 }}}
