 Merged forward to 0.3.5 as `bug30021_035` with PR at
 https://github.com/torproject/tor/pull/903 and PR to master as
 https://github.com/torproject/tor/pull/904 .

 For me, this successfully stops the stalling bugs with "make test-stem"
 and python>=3.6.
