 Okay, I think that the latest Tor and libevent described above are a good
 choice everywhere except with IOCP.  For IOCP, I've started a Libevent
 branch "20_iocp_ratelim", that needs more testing and review before it's
 ready to merge into libevent.

 You can find a Tor built for windows with Tor master, libevent
 20_iocp_ratelim:

 Perhaps it will work better; perhaps it will crash.

 Same tests as before would now be useful again.
