Comment:

 The "??" country code stands for addresses that the GeoIP database
 couldn't resolve to any country, and "ap" is "Asia/Pacific Region."  These
 country codes are both listed in the tables as "no-man's-land," because
 that's the default if a country code cannot be found in the list.  There
 are other [http://www.maxmind.com/app/iso3166 special country codes] as
 well.

 I removed all such country codes from the table-generating code.
