 Not quite.  That would accept rate = 90 and advertised = 1000, which it
 shouldn't.  It's rather "(rate >= 80 and advertised >= 2000 and ports 80,
 443) and not (rate >= 95 and advertised >= 5000 and ports 80, 443, 554,
 1755)".
