Happened again, got this strange message:

No circuits are opened. Relaxed timeout for circuit 4726 (a Measuring
circuit timeout 3-hop circuit in state doing handshakes with channel state
open) to 60000ms. However, it appears the circuit has timed out anyway. N
guards are live.

Hacked at it a bit and got a full debug of an event, though
not the one that caused the above message. Uploaded
log with [debug] lines excluded as it's 1/2 GB (10MB xz),
but is available. A few errors appear and I'm not sure
which might be most related to the relay forwarding seize-up.
