 After looking at the data ordered by last_seen I saw that there are no
 relays with non provided measured flag with a last_seen newer than
 '2015-08-14 15:00:00', so I assume that this is just because this feature
 has been recently introduced and the 'problem' will go away and only
 relays with non existing 'w bandwidth= ' consensus entry will have no
 measured flag.
