 How to reproduce:

 1. Go to a heavy website, example: {{{washingtonpost.com}}}
 2. I've used my laptops wireless network kill switch, if you don't have
 one use a keyboard shortcut to turn off the wifi, you should be quick to
 shut off the network right after you see "{{{Connected to
 washingtonpost.com}}}".
 3. Wait 10s
 4. Resume the network.
 5. Open new tabs with torproject.org, github.com... They should load.
 6. However the tab with {{{washingtonpost.com}}} never stops from loading.

 This also happens if I change 2) and 4) with switching between different
 wifi networks (in which case the tor daemon waits until it rotates keys
 before building circuits again).
