 Upon closer inspection, it seems as though the bundled .exe is corrupted
 and did not extract all files correctly. After downloading the bundled
 .exe again from the Tor project's website, I was left with a similar
 result after reformatting the USB drive and attempting this on multiple
 workstations.

 On the third attempt at re-downloading and extracting, I was finally able
 to get the bundled .exe to return an error stating that some of the .dll
 files could not be extracted.
