 Could you to ask users used Webroot to install TBB to new directory
 explicitly.

 During installation it asks path and default is:
 C:\Documents and Settings\<username>\Desktop\Tor Browser

 What if to append something unique, like version number of TBB. For
 example:
 C:\Documents and Settings\<username>\Desktop\Tor Browser352
