 The new functionality should be able to answer the following
 questions/examples:

 - show only linux/windows/freebsd/openbsd/sunos/.. relays
 - show *BSD relays
 - show only relays running tor 0.2.5.10 (or 0.2.5.x)
 - show only relays running tor versions newer/older than v0.2.5.9
 - combinations: show me windows relays running tor older than 0.2.5.10

 use cases:
         - search for outdated/affected relays
         - track platform diversity
