 I made an exception for Tor in Windows Defender and this resolved the
 issue, at least for now.

 Not sure why this problem arose initially. As I mentioned, I have always
 had both McAfee and Windows Defender firewalls running on my computer and
 it had never interfered with the Tor browser.
