 Repro steps:
 - use a blank torrc (just setting the ControlPort)
 - run tor
 - issue a GETINFO get-text

 result: it provides a 'Log notice stdout' entry
 expected: we should only get back entries that differ from their defaults
 (in this case only the ControlPort)
