That would make me pretty sad. It may be the case that many users of TBB
wouldn't make good relays, but that doesn't mean we should preemptively
prevent all of them from even trying.
I guess the main "feature" of this approach is that we don't sucker users
into running a relay when the network would probably choose to ignore it
anyway?
