 Start writing the daily script as a stand-alone Python script that doesn't
 send out emails nor interact with a database yet.  This first version of
 the script could simply print out which relay operators should be offered
 a t-shirt.  Possible starting point is Ravi's
 [https://trac.torproject.org/projects/tor/attachment/wiki/doc/weather-
 in-2014/tshirt.py tshirt.py script] which he sent to
 [https://lists.torproject.org/pipermail/tor-dev/2014-January/006068.html
 tor-dev@].  Assigned to NK on January 15.
