Comment:

 This is at the packaging level, not about Tor.

 Both recent Debian and Ubuntu are using `systemd` which usually goes with
 `service tor restart` or `restart tor` but through `init.d/` it is
 deprecated as far as I know.

 If your tor is not restarting, would be good to provide us with logs and
 torrc options. Let's open a ticket for the issue of restarting if you can
 provide that information.
