Comment (by teor):

 circuit_purpose_requires_anonymity() (spelling?) lists multi-hop internal
 circuit types. Some of them don't need to use vanguards. For example:
 * bridge uploads and/or downloads use an internal 3-hop circuit
 * HSDir uploads and fetches use a 3-hop circuit (do we want to use
 vanguards for those?)

 But maybe it is better to always do vanguards for internal circuits. Do we
 know if the onion service attacks apply to other circuits?
