 is what you might see when you run Tor Browser but for some reason there
 is already a Tor process running, e.g. from some previous broken attempt
 at running Tor Browser.
 Yes, but that's catch-22 - there is that first time failure (why ?), and
 the rest is just failed followup runs.
 Btw, it all started in new year 2019.
