Comment:

 There seems to be something on your computer/network messing with your TLS
 connections, which breaks Tor. Do you have some Antivirus/Firewall that
 could be responsible for that? Or maybe you are in a censored environment
 that blocks accessing the Tor network? In that case bridges/pluggable
 transports might help.
