Comment(by nickm):

 Is that a problem?  For the EntryNodes set, unknown-country IPs would not
 be included.  For the ExcludeExitNodes set, unknown-county IPs _would_ be
 included.  So in our earlier notation, it would be as if you said
 "EntryNodes {de}", "ExcludeExitNodes {de},{??}"
