Unless there is something happening on your machine that can override your
Tor defaults locally, you should be able to determine your "ControlPort"
(control) and "SocksPort" (access) ports by looking at your torrc-defaults
file, located in your Data\Tor directory.
It is correct that the default ports have changed over time, that old
tutorials published elsewhere can be misleading or confusing to new users,
and that documentation on the Tor site itself probably should be better
kept up to date. In the meantime, this can be the documentation :)
