indeed creates one circuit per URL bar domain, fetching embedded resources
from third-party domains over the same circuit.
Ignore my bullshit. I thought `IsolateDestAddr` was on by default for some
probably stupid reason. But Tor will still need to create extra circuits
if the current one can't fulfill the requirements for new connections
(e.g. rejected ports or addresses).
