 > Can you provide steps to reproduce the problem that you are seeing?
 1. Start freshly installed Tor Browser.
 2. Wait till it download all need stuff, 5-10 minutes.
 3. Probably restart
 4. Wait again 5-10 minutes, repeat 2-4 steps but not more than 1 hour in
 sum.
 5. Exit browser if you sure all stuff need for Tor was downloaded.
 5. Remove `user_pref("extensions.torlauncher.prompt_at_startup", false)`
 from prefs.js, so Tor starts with DisableNetwork
 6. Start browser and click connect button.
