 I suspect phobos is right.

 We could imagine having a "shiny new testing versions" page or something.
 Maybe even on the wiki. Or just sent via emails to the tor-talk list.

 But I don't think we should make our download page even more unusable --
 it won't accomplish the goal of getting people to test new versions.
