 Another note on shorter/easier consensuses to meditate upon: We use the
 published_on field from the "r" line for very little.  Videlicet:
    * In networkstatus.c, in client_would_use_router, in a way that is
 basically nonsensical for microdescriptor consensuses.
    * In router.c, in mark_my_descriptor_dirty_if_too_old, to tell whether
 we a router needs to upload a new descriptor.
    * In routerlist.c, in routerlist_remove_old_routers, in a way that
 makes no sense for microdescriptor consensuses.

 I'm not sure the best response to this information, though.
