I assume this happens because our geoip database doesn't have any lines
for those countries.
That is, Tor doesn't actually have a list of countries built-in. It just
reads the geoip file and uses whatever country codes it finds in it. And
according to our geoip database, there are no IP addresses that map to
those countries.
I guess if we wanted to be more complicated, we could add lines (empty
addresses) to the geoip file for the missing countries so the next person
isn't confused.
But it sounds to me like this warning is correct -- those countries are
not recognized by Tor.
