 bug_19417
 (https://gitweb.torproject.org/user/gk/torbutton.git/commit/?h=bug_19417)
 has a fix up for review that takes New Identity into account and blows the
 whole storage away during start-up (in case the user specified the no-disk
 option which is the default one).
