Running a normal Tor client from git master, using a normal bridge, I
consistently get

There are two problems. First, we shouldn't be printing an identity digest
without some sort of encoding. Second, the comments around dir_hint make
it sound like it wasn't expecting to get a non-null dir_hint while we're
using a bridge.
Looks like these issues were introduced in #18963.
