Comment:

 It would break chutney on Windows.
 Has anyone ever used chutney on Windows?
 Does chutney make other assumptions that would break Windows?

 Normally, tor comments out unsupported options, but ControlSocket is
 listed as an option by tor on Windows, it just has to be set to "0".

 (We don't currently have a per-OS templating mechanism.)
