 When I quit Tor Browser multiple times on start (trying to test #22503),
 it asked me if I wanted to "Refresh Tor Browser".

 So I said yes, and the following happened:
 * It started and presented a black window for a few seconds titled
 "Refresh Tor Browser". This is ugly and confusing.
 * It copied my former profile to the desktop. This could potentially leak
 files or expose the fact someone was using Tor Browser. But it's minor.
