 I was trying to reset my tor state, so I removed the state file and issued
 a SIGHUP. But tor didn't reload the state file.

 This was surprising, given the man page entry:

        SIGHUP
            The signal instructs Tor to reload its configuration (including
            closing and reopening logs), and kill and restart its helper
            processes if applicable.
 }}}
