 We are trying to better organize our proposals process. For that we are
 creating a 'grant proposals pipeline' which starts with Tor people filling
 up a form for ideas, projects, tasks they need fund for.

 This will create a database that our grant writer can use to consult as
 opportunities emerge for us to apply for.

 So hopefully the content submitted via this form will serve as a base for
 our writer to get started on a proposal.

 This ticket is to create such a form. The information submitted on this
 form should be saved in a csv format for our writer.
