 We can use the VPS in china to see how current blocking affects Tor
 clients. But it doesn't tell us:

 - How this impacts the user experience of Tor Browser
 - How future plausible censorship events will impact the experience of Tor
 Browser
 - How misbehaving snowflake proxies will impact the experience of Tor
 Browser

 We should try to set up our current testing environment to do some of
 these things.
