 #27845 - shows that different desktop environments, themes, density can
 alter chrome elements (paddings, margins etc): in this case the bookmarks
 toolbar, but entirely plausible this also affects other areas. Do you have
 the bookmark toolbar showing?

 As for letterboxing sometimes (it's a race) not kicking in on first window
 (on first firefox.exe run), I think there might be a bugzilla on this. But
 Tor Browser on first open does not load any web content, and letterboxing
 should be available for any subsequent tabs and new windows. There is also
 https://bugzilla.mozilla.org/show_bug.cgi?id=1555815 for letterboxing to
 not apply to about: pages
