Comment(by phobos):

 I agree it's unlikely to happen.  The largest issue is the lack of an easy
 to use GUI to configure openwrt with tor.  For the less technical people,
 we can ship them a pre-configured router.  However, even this isn't
 desirable given the need to update the software and possibly reconfigure
 it once on site.
