 Add hashed collector_id to ooni reports.

 This would : 1) improve provenance auditing of the test data, 2)
 potentially identify faulty/compromised collectors, 3) potentially reveal
 insights into probe distribution and 4) potentially reveal insights into
 collector scaling.
