 https://bugzilla.mozilla.org/show_bug.cgi?id=1164970 implemented
 `failIfMajorPerformanceCaveat` that makes the context creation fail when
 layer acceleration is not supported. We should investigate whether our
 WebGL noramlizing is affected by this.
