Comment:

 The RNG patch is okay, but the patch to look at dormant mode isn't wrote.
 `net_is_disabled()` and `net_is_completely_disbled()` check for
 DisableNetwork and hibernation status.  `is_participating_on_network()` is
 what we need here.
