 So, the idea for A would need a quick spec IIUC; are you suggesting that:
    * 1: we should cap the consensus bandwidth if it comes down to a vote
 between non-measuring authorities. (New consensus method needed.)
    * 2: we should cap the amount of bandwidth an authority will vote that
 a router has, if it's not measuring. (No new consensus method needed.)
    * 3: something else?

 I can implement either one.  I would really like somebody else to do A'. I
 have enough crazy stuff to do.
