That happens, because ooni-probe wants to know the country from where you
are doing the measurement. This may not be required when you set all your
privacy settings to "false", but I believe that setting should not be
allowed as measurements from an unknown country are worthless to us.
To note also the fact that the latest config has all privacy settings set
to "true":

do so.
The method used to do the lookup is picked at random and if you let ooni
start Tor it will use Tor as the preferrend method. See this pull request
